Identify priority sector(s) in your area
- Conduct a Skills mapping exercise
- Expected result: Local Chamber has agreed on (a) priority sector(s) in which they want to start a DET Program
Check existing DET Manuals and/or Develop a new DET Manual (if needed)
- Inform about existing DET Manuals
- Introduce the Master Manual on How to Write DET Manuals
- Emphasize that cluster members are the ones who will develop manuals; PCCI HRDF / CCCI’s role is to approve it
Engage Enterprises and Educational Institutions and Establish Partnership
- Do a survey
- Focus Group Discussion
- Presentations
- Learn about and use best practices by linking with other enterprises and educational institutions that have already implemented DET Programs
- Prepare and seek consent on a tri-partite agreement (local chamber/educ. instit. and enterprises) on the role and obligations of the three parties for the implementation of an accredited DET Program.
Implementation of the DET Program
- Explain what each parties have to do:
- PCCI HRDF / Local Chamber
- Explain to participating enterprises what a DET Program and in particular, what an Immersion Program is. Refer to Industry Immersion Guidelines for DET (prepared by GPCCI)
- Convince enterprises to let their supervisors undergo a Training of in-company trainers (to be organised by PCCI-HRDF) and provide all necessary information.
- Implement training of in-company trainers, and certify them
- Bring participating enterprises and schools together for the development of a holistic Training Plan (covering lessons given by educational institutions and training provided by companies), and develop capacities to enable them to develop a holistic training plan
- Explain to enterprises and educ. Institutions why a Logbook is needed, and how it is maintained; introduce standard template(s)
- Recommend standards for training allowances to participating enterprises
- HRDF will inform about teacher training skills training (which competencies need to be developed? How much time is needed? Who can do the training? And who will do the training? Who will prepare the training materials? When and where will the training take place? Who will cover the costs of training? Who will assess the trainees?) and implement the training against fees.
- Educational Institutions
- Develop new curricula or adjust existing curricula (together with industry representatives)
- Develop a holistic Training Plan (in coordination with enterprises), and submit to local chamber and HRDF for quality assurance
- Maintain logbook
- Accreditation Procedures (DepED in case of K12 TVL, CHED in case of PLUS, and TESDA for assessment and certification (NCs)
- Organise information meetings for potential students and their parents, and provide detailed information on the DET Program
- Develop and collect signatures under an agreement between the school, the student and the enterprise on the immersion.

- Send supervisors to in-company training (fees)
- Get accreditation from local chamber; in case of a DTS Program under DTS Act, accreditation is also needed from TESDA alongside the TVI
- Participate in information sessions organised by educ. Institutions for students and their families
- Sign tri-partite agreement on the implementation of an accredited DET program
- Sign agreement School/Student/Enterprise on the immersion.

- Understand the DET Assessment process
