PCCI signs MOA with Department of Agriculture to Implement Pre-Employment Enterprise Based Training (PET) Programs in Agriculture Qualifications
The Philippine Chamber of Commerce and Industry (PCCI) through the PCCI Human Resources Development Foundation (PCCIHRDF) will work together with the Department of Agriculture through its Training Institute (DA-ATI) to jointly develop and implement Pre-Employment Enterprise-Based Training (PET) Programs in Agriculture Qualifications. This was manifested in the MOA that the institutions signed last January 25, 2021.
Agriculture Secretary William Dar, PCCI Human Resources Development Foundation (PCCIHRDF) President Dr. Alberto P. Fenix, Jr. and PCCI Chairman for Agriculture Roberto C. Amores signed the Memorandum of Agreement witnessed by DA-ATI Deputy Director Rosana Mula and PCCI.
The DA, through the Agricultural Training Institute (ATI), will work with the PCCI through the PCCIHRDF in the identification and selection of qualification/s in agriculture where jobs are available and where a PET program should be conducted, organization of sectoral skills councils, and production of PET program manuals. They will also provide post-training support to link the graduates to their respective networks
The PET Program aims to promote and increase gainful employment and gainful self-employment in agriculture and agri-business and contribute to the industrialization of agriculture, which is one of the DA’s eight paradigms to level up the sector. “These exposures in terms of training like what we are planning will really enhance the capacity building of potential men and women who will join the core of people who would like to show their leadership and management skills,” Secretary Dar said stressing the need to also focus on the value chain system in agriculture.
He added that more individuals should be trained on-farm management, farm-tourism management, agri-business management, production-market linkages, and other related subjects.
Dr. Fenix, for his part, emphasized the need to develop PET Program Manuals which should contain the (1) Name and Definition of the Qualification; (2) Competency Map of the Qualification; (3) Curricula and Training Plans and the (4) Assessment and Testing Procedures.
“Agriculture is an important sector in our economy that needs further training in terms of identifying the proper competencies, skills and qualifications that will help our farmers attain gainful employment or gainful self-employment in their endeavors.”
Among the objectives of the MOA is the capacity development of the participating business associations, local chambers, enterprises, and partner schools/training institutes in the PET Program.
“This partnership between PCCI and the DA will really empower our farmers and farmer leaders because they will also be provided with skills enhancement and upgrading, entrepreneurial and financial management skills and leadership programs that can sustain their livelihood make agribusiness a really profitable endeavor for them,” explained Mr. Amores.
